I suppose when you say the device is locked you mean that the ID code has been programmed and you cannot reprogram the device. Using E8a as debugger to erase the device will not help because on connection to the device E8a also does an ID check. If you don't know the ID you can also not connect with E8a in debug mode. The only possibility to erase a device with a programmed ID code is to use a perogrammer for parallel programming mode (e.g. from Elnec, Data I/O, Hi-Lo, ...) provided the parallel mode protection at address 0xFFFFFF has not been programmed. If parallel protect is also activated there is no way to access the device.
