Why do you post your inquiry in the RX forum and not in the M16C forum? The processor is a M16C/65. What means "locked mode"? Is the processor protected by ID code, or is this the lock bit which can be programmed for each flash block? If it is lock bits, you can erase the concerned blocks using boot mode programming via UART1. Unfortunately your picture does not show what is connected to RxD1/TxD1/CLK1/RTS1. If the processor is protected by ID code the only way is to hope the processor is not also protected against parallel mode access using the OFS register. You have to unsolder the processor from your hardware and erase it in a parallel mode programmer (e.g Elnec, HiLo, Suisei, Sunny Giken, ...). If the ID code is programmed and parallel mode access is disabled, you can dump the processor and use a new one.
